Shared MTSS Definition:

A multi-tiered system of supports (MTSS) is a proactive and preventative framework that integrates data and instruction to maximize student achievement and support students social, emotional, and behavior needs from a strengths-based perspective. MTSS offers a framework for educators to engage in data-based decision making related to program improvement, high-quality instruction and intervention, social and emotional learning, and positive behavioral supports necessary to ensure positive outcomes for districts, schools, teachers, and students. The MTSS framework is comprised of four essential components: screening, progress monitoring, multi-level prevention system, and data-based decision making. *Definition from AIR Center on Multi-Tiered Systems of Support.

MTSS is a data-driven, decision-making framework for: 

1) increasing the effectiveness, efficiency, and equity of delivered instruction; 

(2) rapidly identifying students being left behind; 

(3) Continuous improvement; and 

(4) implementing scientifically backed practices. 

MTSS is NOT 

(1) a curriculum or program; 

(2) just a process for struggling students; 

(3) synonymous with Academic Intervention Services (AIS);  or 

(4) implemented by creating and/or utilizing a set of forms to follow a certain set of steps or procedures.
